Suddenly I had this thought.

Could the state of “being chased by something” be defined as a kind of “evil”?

When one is chased psychologically, temporally, economically… by something, reason and emotion are paralyzed to a considerable degree, and one becomes possessed only by the instinctive desire to escape that state.

This reaction is probably a kind of primal survival instinct.

But ironically, the more faithful we are only to that instinct, the more likely we become to harm another being or act without moral judgment.
